Construction
Preliminary planning for the ethanol plant project began in January 2002. In May 2003, RIO Technical Services, Inc. was retained by the Levelland Farmers Cooperative Elevator Association (FCEA) to evaluate the feasibility of constructing and operating an ethanol production facility near Levelland, Texas.
Levelland/Hockley County Ethanol, LLC, was organized as a Texas company on February 19, 2004. The company started construction in January 2007 and completed construction of the 40 million gallon-per-year nameplate capacity fuel ethanol plant in March of 2008.
